At the same time, the current administrative regulations “Regulations on the Construction of Barrier-Free Environments” provide a better basis for special legislative review.Provinces such as Anhui, Hainan, Shandong, and Benxi have formulated local laws and regulations on barrier-free environment construction.Zheng Gongcheng believes that administrative regulations are not laws, and the low or low level of legislation is simply not enough to comprehensively restrict the construction of barrier-free environments, nor can it provide a legal basis for the governance of barrier-free environments.These regulations cannot replace the special legislation at the national level, but they provide a reference for the special legislation, and also completely replace the better foundation. The legislation does not need to be completely original.  In addition, over the years, for a long time, the practice of barrier-free environment construction laws, policies and standards has been continuously improved, and the practice of barrier-free facilities, barrier-free information, and the continuous improvement of barrier-free service levels have also provided rich nutrients for legislation.Many countries and regions such as the United States, the United Kingdom, Sweden, Canada, Germany, Israel, Denmark, Finland, Australia, and Japan have formulated and improved their own barrier-free environment construction laws and regulations, which can provide important basis for the special laws of the system.
